Permanent Full Time This position is located at the Pocatello Supply Depot (PSD) of the Animal and Plant Health Inspection Services (APHIS), Wildlife Services Program. The incumbent is responsible for a variety of clerical, administrative, procurement, and office automation support functions for Wildlife Services staff. The incumbent also provides assistance to the PSD Manager and Budget Analyst by responding to customer inquiries; processing time and attendance; processing travel vouchers; run reports on financial data; process customer invoices; and, review and route correspondence.
APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS. Subject to satisfactory completion of one year probationary period. Valid state driver''s license is required at the time of application. The duties may include, but are not limited to:
Assists office visitors, receives telephone calls, takes messages, handles most routine matters, and directs technical matters to the proper person.
Receives and opens mail daily, date stamps and distributes it.
Serves as primary Timekeeper and assists the PSD Manager and Budget Analyst regarding time and attendance reports.
Uses established procedures to prepare personnel action requests for PSD employees, including requests for vacancies, within grade increases, promotions, and term extensions, etc. per instructions from the PSD Manager.
Assures that filing systems are current and maintained in accordance with established guidelines; maintains the administrative record for the Pocatello Supply Depot; maintains vehicle fleet records and prepares monthly vehicle reports.
Makes travel arrangements for the PSD Manager and PSD employees, and maintains related records/itineraries.
Receives requests, written and oral, for supplies, equipment, or services.
Reviews data contained in the Financial Management Modernization Initiative (FMMI), APHIS Cost Management System (ACMS), or other financial data repository and produces regularly-scheduled and ad-hoc reports for PSD Manager and Budget Analyst review. Special Conditions:
Satisfactory completion and favorable adjudication of a background investigation and/or fingerprint check.
Must have a valid motor vehicle operator's license in order to run local errands such as to the post office and to purchase office supplies.
There will be some walking, standing, bending, and carrying of light to moderately heavy items (less than 50 lbs.) such as papers, files, books, packages, and the like.
Employee may be required to obtain supplies from the warehouse.
Incumbent must have the ability to perform duties with continuous interruption by phone calls, other office personnel or public visitors, while meeting assignment deadlines. Ability to use office equipment, computer technology, and automated business systems

Knowledge of correspondence, document processing, records, files, and reports including those regulated by OFIA and Privacy Act
Ability to identify priorities, changing work requirements, meet deadlines, and lead others

Knowledge of budget, fiscal, procurement, vehicle, and travel procedures and systems

Knowledge of human resource management procedures, requirements, and systems including time and attendance reporting

Ability to evaluate and improve clerical and office administrative policies, procedures, and practices

Written, oral and interpersonal communication skills

FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience in time and attendance procedures and policies in order to accurately prepare, consolidate, and transmit time and attendance data via webTA in a timely manner.
Experience working with Federal travel regulations and procedures in order to prepare authorizations and vouchers for release into PC Travel system.
Experience working with Federal procurement practices and methods to make purchases, reconcile government credit card purchases, process vouchers and assure accuracy and completeness of documents.
Experience in accounting and financial regulations, procedures, standards, and electronic systems in order to perform support activities in processing invoices, orders and account transactions for the PSD.
Skill working with various data processing and editing systems to review, interpret, and take action on the output (reports) generated by these systems.
General knowledge of account record keeping procedures in order to read and interpret information stored in computer generated files and reports. This includes the ability to make timely and accurate adjustments to accounts and other transactions on the basis of this information. Skill required in using spreadsheets and data bases to accomplish daily tasks.
Skill in operating personal computer, calculator, copier, fax, and other office equipment. Familiarity with a variety of software, such as Microsoft Word and Excel in order to create memoranda, letters and reports, receive and transmit e-mail, and sort and process data for electronic transfer.
Ability to communicate in writing in order to compose correspondence on a variety of issues and through the use of notes and oral instructions.

Education: Four years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. Equivalent combinations of education and experience are qualifying for this grade level.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
